President & Co-Chief Executive Officer, Frontier Infrastructure

Mr. Rockey is a founding partner, President and Co-CEO of Frontier Infrastructure.  Founded in 2021 and headquartered in Dallas, Texas, Frontier’s focus is to provide full turnkey solutions to industrial emitters through the development of power solutions, low-carbon infrastructure and secure carbon sequestration. The firm is developing the Sweetwater Carbon Storage Hub in Southwest Wyoming, which will be one of the largest open-source CO2 storage hubs in the U.S.

At Frontier, Robby leads the firm’s development of scalable CCS solutions for hard-to-abate industries across the Mountain West.  

Prior to Frontier, he served as EVP of corporate development, co-head of M&A and a member of the valuation and investment committees at Fleur de Lis Energy. At Fleur de Lis Energy, he led the underwriting, acquisition, and integration of the firm’s Rockies CO2 EOR portfolio which included upstream, midstream, and power components. Additionally, he was responsible for strategic direction of the firm’s A&D and oversight of the firm’s operations, corporate exploitation, and investor relations teams. 

Prior to Fleur de Lis, Robby served in operations and business development roles with UOGG, LLC and Merit Energy Company. 

He holds a B.S. in mechanical engineering from the University of Oklahoma, a M.S. in finance from The University of Texas at Dallas and is a member of the University of Wyoming’s EORI Technical Advisory Board.
